Lingo Champion's browser extension lets you translate YouTube captions. In order for it to work, you have to enable YouTube captions.
Enable captions in YouTube
You can find caption at the bottom of the video player. There's one button for turning them on. And there's another one (the settings button) where you can change the language.
Note that not all videos have captions. And captions can be both auto-generated and "original"(added by the creator).
Notice the small blue "Settings" link - that's actually a shortcut to the settings described below...
Change the YouTube captions settings
Change the playback settings to always show captions and to include auto-generated captions. This way you won't have to click on the CC (captions) button every time.
You can access the settings from the blue link (see the screenshot above) or you can click on your Profile picture > Settings > Playback and performance.
